I know exactly what's happened to you, you've been pruned. Who ever originally scouted you got into trouble and now you're in a sort of art limbo, happened to me when I started.
The only way to get this fixed is to hit up the big man himself, Tom Fulp, message him and ask him to unscout you, he seems to respond in good time.
Hey tell you what, let me know when he unscouts you and I'd be happy to RE-scout you.
